NEPA Documentation

EEC has performed numerous projects on environmental impact analysis in accordance with the National Environmental Policy Act (NEPA) of 1969 and has conducted environmental assessment (EA) and categorical exclusion (CE)  documentation for review by Federal agencies and Native American Tribes. EEC also prepares Environmental Impact Documents (EID) for state-level project approvals.

The National Environmental Policy Act (NEPA) was one of the first laws ever written that established the broad national framework for protecting our environment. NEPA's basic policy is to assure that all branches of government give proper consideration to the environment prior to undertaking any major federal action that significantly affects the environment.

Guidance for complying with NEPA is contained in the Council on Environmental Quality’s (CEQ) NEPA regulations (40 CFR, Parts 1500-1508). The primary objective of NEPA documentation is to ensure that every Federal action/project conducted to expand existing or construct new facilities provide an evaluation of multiple public interest review factors associated with proposed projects to determine if there would be direct or indirect impacts to the human environment and determine if mitigation is warranted.

Implementing early planning is essential to the NEPA documentation process.

EEC has prepared NEPA documentatio n for several Federal/State agencies and Native American Tribes.  The purpose of environmental assessments is to ensure proposed actions comply with NEPA (as well as other applicable laws) to address potential impacts to the natural and human environment.

EEC has prepared and received approvals from the following:

  • U.S. Army Corps of Engineers
  • Bureau of Reclamation
  • Office of Surface Mining
  • Oklahoma Conservation Commission
  • Grand River Dam Authority
  • United States Bureau of Land Management
  • United States Department of the Interior
  • United States Bureau of Indian Affairs
  • United States Department of Transportation Federal Rail Administration
  • Central Federal Lands Division of the U.S. DOT Federal Highway Division
  • Oklahoma Department of Transportation
  • Oklahoma Water Resources Board
  • Cherokee Nation
  • Delaware Tribe
  • Alabama-Quassarte Tribal Town
  • Pawnee Nation

Some of the existing conditions of the human and natural environments evaluated relative to NEPA documentation include:
